8:00 AM - 1:00 PM Introduction to Federal and Government Cost and Pricing

Federal Government Contracting Officers are required to purchase services and supplies from responsible suppliers at fair and reasonable prices in accordance with the Federal Acquisition Regulation.  Obtaining fair and reasonable pricing from contractors and suppliers is a primary objective for both businesses and governments.  So exactly how does the government evaluate prices, and determine the appropriate price for a contract; and how does a contractor set prices?

Businesses must establish and support their proposed prices in a way that enables the government to make a determination of price reasonableness. Additionally, government personnel must apply their knowledge of price and cost analysis to support the contracting officer’s pricing decision. While this all sounds well defined, it presents an enormous challenge to both contractors and government personnel, and oversights in the process can be costly to both!

Discussion Points:

• Identify what constitutes Cost
• Identify what constitutes Price
• Describe how to conduct Cost Analysis
• Describe how to conduct Price Analysis
• Describe what conditions Certified Cost or Pricing Data are required
• Identify the threshold for requiring Certified Cost or Pricing Data

Phillips Jr. has over 20 years of service in the aquisition profession working in both Department of Defense and the Department of Veterans Affairs.  He is currently working for the Department of Veterans Affairs, National Center for Patient Safety as its Acquisition Consultant.   Jim has held contracting officer warrants as contract terminations officer (TCO), and as a procurement contracting officer (PCO).  He is a Certified Federal Contract Manager (CFCM), and received the Fellow designation from the National Contract Management Association (NCMA).  He holds a Federal Acquisition Certification in Contracting (FAC-C) Level III designation, a FAC-COR Level II designation, and is certified in LEAN office practices by the University of Michigan.

8:00 AM - 1:00 PM An Insiders Guide to Wide Area WorkFlow (WAWF) eBusiness Suite/IRAPT

What is WAWF?
WAWF is a web based application for the Department of Defense (DoD) that allows vendors to electronically submit invoices and receiving reports, allows the Government to perform inspection and acceptance of goods and services, and interfaces with payment systems to receive transactions electronically.

Why use WAWF?
In 2001, the government passed a law stating that all vendors doing business with the Department of Defense must use an electronic method for submitting invoices and supporting documentation (Public Law 106-398). In 2003, the Defense Federal Acquisition Regulation Supplement (DFARS) was updated to include DFARS Clause 252.232.7003. The clause requiring use of electronic invoicing tools has been inserted into many of the contracts you currently hold with the government.

What are the Benefits of WAWF?
WAWF decreases document error rate, eliminates lost documents, and improves accuracy and timeliness.

With WAWF, your company can:
• Submit invoices and receiving reports in real-time, directly via the Internet, or by using File Transfer Protocol or Direct Electronic Data Interchange.
• Get paid more quickly: reduce lost or misplaced documents, and route documents faster.
• Have total visibility of document status and be able to determine when you will be paid for services rendered on your contract(s).
• Receive system-generated emails advising you of action taken by the government inspection and acceptance officials, or if an invoice is rejected.

During this training Phil Barker will discuss WAWF,  provide an overview of the WAWF Website, discuss DoD Activity Address Codes (DoDAACs),  and go over creating a receiving report (DD250) and invoice.

Barker is a retired Program & Management Analyst for the Department of Defense (DoD), Defense Contract Management Agency (DCMA) with 31 years of experience in Quality Assurance and Analysis.  His last 11 years of service were specific to Wide Area Work Flow (WAWF).  As the Program Administrator and Group Administrator for all of DCMA Detroit including Grand Rapids, Lima Army Tank Plant, and the entire state of Michigan duties included training and assistance for DoD Contractors, Government Personnel and PTAC’S.

9:00 AM - 12:00 PM DCAA Accounting Requirements For Federal Contractors

Join us as Kevin Grimes explains the role of the Defense Contract Audit Agency (DCAA) and the expectations of a contractor’s accounting system.

Mr. Grimes is a Compliance Consultant with CFO Leasing, Inc. He has over 10 years of accounting experience, and specializes in DCAA compliance
and accounting system implementations and migrations. This program is designed to assist business professionals in establishing an accounting system that will be found acceptable by the federal government.

Many federal contract awards are contingent upon determining that a contractor’s accounting system is sound. This includes having specific written accounting policies and an accounting system that can perform certain cost, timekeeping, and billing functions. Agencies conduct unique “financial health” audits prior to awarding some contracts.

Topics include:
•  Segregation of Costs
•  Unallowable Costs
•  Direct/Indirect Costs
•  Allocation Pools
•  Timekeeping Requirements
•  Financial Capability Audits
• SBA Certificate of Competency

Who should attend? This presentation is recommended for corporate accountants, payroll personnel, and small business owners who perform their own bookkeeping functions.
